The Philanthropic Arm of the Lighthouse Ecosystem
Honoring service. Channeling support.
RV3 — the Rural Veterans Vanguard of Valor Foundation — turns the gratitude of donors, sponsors, and grantmakers into measurable outcomes for rural veterans, their dependents, and their survivors across Louisiana. Every dollar is stewarded, tracked, and reported through the ecosystem's VI-PAR accountability framework.

Who We Are
The giving engine of a working rural-veterans ecosystem
RV3 does not run programs alone — it fuels an ecosystem that already delivers them.
A foundation with a vanguard's job
The vanguard is the unit that leads the charge. RV3 leads the charge on resources — securing donations, sponsorships, and grants so that rural veterans in Louisiana's most isolated parishes are never the last to be reached and the first to be forgotten.
Our mission & storyBuilt into the Lighthouse ecosystem
RV3 is one of four connected entities: Eagle Enterprises Consortium coordinates, Lighthouse CDC delivers housing and benefits navigation, Guardian Angels mobilizes advocacy and volunteers — and RV3 channels the philanthropy that powers all of it.
How the four entities connectAccountability before applause
We publish performance, not promises. Outcomes across the ecosystem are tracked in the VI-PAR framework — Impact, Planning, Access, Resilience — and reported on a public dashboard so every donor can see what their gift set in motion.

Rural veterans, their dependents, and their survivors
More than 4 million U.S. veterans live in rural areas — roughly one in four. They tend to be older, more likely to live with disabilities, and farther from every service they earned.
The veteran in an isolated parish
Limited transportation, scarce medical facilities, and thin social networks mean many rural veterans simply miss out on the benefits, healthcare, and employment they earned. Your gift funds the mobile outreach and navigation that closes that distance.
The spouse and dependents standing beside them
Eligible family members — spouses and dependents under 21 — are served alongside the veteran through the ecosystem's navigation and support pathways, from claims readiness to housing stability to family legal-readiness documents.
The survivor navigating what comes after
Survivor benefits are among the most under-claimed in the federal system. RV3 support helps fund survivor intake, documentation, and benefit-uptake pathways — and the Guardian Light memorial programs that ensure no family stands alone.
The veteran ready to build something
39% of veteran entrepreneurs live in rural areas, and veteran-led firms show higher five-year survival than average. Bootcamp scholarships funded through RV3 turn service-built discipline into community-rooted enterprises.

Transitional housing & homeownership
Support for LCDC's housing pathway and Operation Eagle's Nest — moving veterans from housing insecurity through transitional units into owned homes.
Bootcamp scholarships
Full and partial scholarships to the six-week Eagle Vanguard Venture Boot Camp, prioritized for veterans facing rural, disability, and access barriers.
Memorial & honor programs
The Guardian Light Veterans Legacy Memorial, named tributes, dedication ceremonies, and the Legacy Activation Fund's scholarships and service projects.
Featured Programs
Three flagships your support makes possible
Operation Eagle's Nest
A phased pipeline that turns transitional homes into "eagle's nests" — pairing rent-stable housing with mandatory HUD-approved homebuyer education, financial counseling, and purchase incentives, so veterans leave the program as homeowners, not returnees to instability.
How the pipeline worksEagle Vanguard VAPE Network
A tiered veteran-and-family support model that cuts through fragmentation, delays, and paperwork burden — combining navigation, vetted referrals, legal readiness, and premium action planning for high-need cases. RV3 underwrites access for those who cannot pay.
Inside the networkM-TOC — Mobile Triage Outreach Cavalry
When a veteran cannot reach services, the services ride out to the veteran. Sponsored deployment days put counselors, screeners, and benefit navigators on the ground in the Florida Parishes, Acadiana, and beyond.
